I would hook up a volt meter and check to see how the motors are getting power when you push the toggle switches. A solenoid may be stuck or the wiring may be wrong, or?

Usually this is from air in the hydraulic system. A quick way to be sure is to bleed the system and this can be accomplished very easily. Run the tabs all the way up and hold for about 5-10 seconds. If there is air in the system you will usually hear a screech or whining type noise. Whether you hear it or not, run them all the way down and hold again. repeat two or three times and see if solved. Let me know, I'm curious. Thanks.

There are two slightly different types of solenoids, if you hold them side by side you can see the difference in the plunger. That may be the cause, your best bet is to mail Tom at Bennet he is extremely helpful and will have the correct answer.

A P.S. the switches do operate the opposite side tab, this may seem odd but it is correct. It in effect make the boat do what you are thinking, you want to roll it to the right the left tab must go down to the left the right tab must go down.
