Not neccesarily. The cutout should have been seal by Formula. But take a good look when it's apart.

Sounds likely the upper pivot pin has rusted and that seal is now bad. Also the seal bore corrodes and makes that seal itself worthless. The pivot pin is just steel, not even SS. Throw that in a salt...
