Steve is on a very strict policy of putting boats according to how the entry's came in. Everyone wants too be on the main dock for the pre-party. The earlier you got in will determine where you are docked. Been doing that since he took over, that is why the first 50-70 entrys come in the first two weeks of Feburary. Next year the AT gang will have too send them all in at one time.
