Maybe we need to do like Russia and have a national holiday to procreate and offer the parents a bonus if a child is born before the end of the year.

Only problem in this country is that the folks that would take advantage of the program are all ready on government assistance and would surely take all the funds before I got up to Jay's age to enjoy them.
