Well I looked more today and then only place between the 2 is under the driver fot rest... and it has bolts to remover, but looks like its also sealed in place by a bead of 52000... that sure would suck to remove to get to it.
It comeon once, and then it will not come on again. I tried tracing the sound... to no avail. even if i cycle the power it does not come on again. but after a few days of not ont he boat i can turn it on and get one cyccle out of it.

You can get to the foot rest thru the access panel under the dash - but there isnt anything in there. You can see down in there if you put your head thru the dash access panel and look down. Mine are drilled for speakers so they are easily accessible.

Never seen a vacu pump located inside holding tank. That'd be a crappy job to work on for maintaince.
Doubt the sealer is 5200. More likely a silicone. Gotta be before the tank, so the location is very limited.

FOUND IT! for others down the road looking for this mystic creature.
You look inside the cabin step, and in the carpet will be 3 screws, you can then remove the whole step from the cabin giving you access to the area forward of the fuel tank in the middle of the boat but under the cockpit deck. (between the 2 access panels.) its just sitting there for you.
now for a new vacuum switch.
