Well mine will run mid 60s empty and 1/4 tank 5000RPMS...either with the 23 Mirage plus or with my 22 BBLADES 4 blade Herring

However....no way in hell mine runs 54 at only 4000 RPM.....more like 43-48 depending on water....with that said I would for sure check your tach...sounds like it may be 3-400 off

x2 totally agree ..............FWIW if you want to go faster just buy a boat that is already faster. Its going to save you money
