183.21 - Applicability
This subpart applies to monohull boats less than 20 feet in length, except sailboats, canoes, kayaks, and inflatable boats.
Boats under the 20’ mark are not required to show a capacity rating. The Coast Guard will generally use the following Length times width divided by 15 to get a safe person rating.

Ok, but 23 people from South Florida is a lot different than say 23 people from Mississippi :D
