The area above the red is what I believe you are referring to. That looks to be where they tabbed in the corner between the bulkhead and the stringer and just did not get the end of the fiberglass tab stuck down good. I doubt it is a crack and doubt it goes all the way through. You can check it by drilling into the top of the stringer and see if clean wood comes out or if black soggy used to be wood comes out. If all is well just seal the tab and the hole with some thickened marine epoxy and forget about it.
