2 Officers From Staten Island Charged in Stolen-Car Ring

Searching for clues after a stolen boat was set on fire in a police pound, investigators pieced together a paper trail that led to the indictment of seven Staten Island residents -- including two police officers -- on charges of running a stolen-car ring, the Staten Island District Attorney, William L. Murphy, said yesterday.

Besides the officers, who are husband and wife, the authorities indicted the wife's father, who is a retired officer, two of her brothers and two friends.

The suspects capitalized on "some pretty tightly held secrets and processes" to steal 15 cars from Staten Island dealerships over a three-year period, Mr. Murphy said.

According to a summary of the indictments, the stolen cars would typically be retagged with a vehicle identification number, or V.I.N., taken from junked vehicles. The cars would then be registered and driven by one of the defendants or their associates, the summary said, or they would be sold to unsuspecting buyers.

The suspects arrested yesterday were Officer Linda Merolle-DiRubbio, 28; her husband, Vincent DiRubbio, 29; her father, Raymond B. Merolle, 55; her brothers Raymond, 29, and Keith, 25; and two friends, Thomas Capace, 27, and Ryan Trapanese, 22.

The charges, which vary for each defendant, include grand larceny, possession of stolen property, forgery and insurance fraud. The younger Raymond Merolle was also charged with arson. A lawyer for the Merolles, Michael Barone, did not return a message left at his office yesterday.

Officer Merolle-DiRubbio was assigned to the 84th Precinct in Brooklyn. Her husband joined the force in 1986 and was a youth service officer at the 120th Precinct in Staten Island. Her father was an Emergency Service officer on Staten Island until he retired in 1992.

Officer Merolle-DiRubbio and her husband were charged with possession of a stolen 1994 GMC Suburban retagged with the V.I.N. from a 1988 model. The summary said, "Officer Merolle-DiRubbio 'shopped' for a specific vehicle that her brother, Raymond, then stole for her at her request."

Mr. Murphy's chief assistant, David Lehr, said that the younger Raymond Merolle had been charged with stealing a boat in 1991 and retagging it. "While we were prosecuting him for that, the evidence, meaning the boat, was stored at a police pound" in the Bronx, Mr. Lehr said. And on March 16, 1992, according to the summary, he set the boat on fire.

Raymond Merolle was eventually found guilty of stealing the boat and sentenced to five years' probation. But the investigation into the fire continued, setting detectives on the trail of the car thefts.
