I had a 2000 259 w/ a 454MAG. My suggestion would be to run the boat to 4K and pull the tabs all the way up. Trim the boat just past half way on the old Checkmate drive trim gauge. If your not pulling at least 4800rpm I would have the engine checked for compression. I would do this before buying any props, something is a miss here.

No, no problems just figured I would ask. i am no expert on rigging a boat so I am always asking questons.

Just for the record my 259 Convincor liked the B1 24 best. That was with 460HP/515lbsTQ.

If the engine is operating well, the 4300 at WOT indicates too much prop. I had a similar problem with the Laser on my boat starting off, and replaced the vent plugs with solid plugs. Problem solved. Not sure if the Mirage has the vent plugs. They also have pretty different diameters for outboard props and stern drives, wouldn't be the first time someone goofed up.
