Chris Craft Stinger 260 prop suggestions?

Greetings,
I have a 1987 CC Stinger 260 with Merc 260 engines, stock and rebuilt, Alpha one gen 1 drives rebuilt, weight about 5700lbs. Bought the boat with 23P props, port side was 15.25 P23 Mirage plus, starboard was 14.75 23P Mirage. The boat goes on plane after 20kn, is labourous at at least on low revs and WOT comes at about 3800-4000rpm, and its doing something under 50kn by then. I have a feeling that its overpropped?
Actually where the boat is used, most cruise happens at 20-25kn, so I do not need WOT or top speed, but I have a feeling that if it is over-propped, then probably hard-ish on the engines and drives even on my everyday cruise speed.
So I am thinkig about 14.5 17P Vengeance props. Any ideas, suggestions? The idea is to be easy on the engines, early plane, use it mostly at 20-30kn.
I am not very prop-wise, have read as much as I have been able from the internet to understand and learn about it. So some suggestions and opinions would be helpful
