I don't know about speed but, my Top Gun turns out and it is a breese to dock. I had a Fountain that turn in and you really had to fight to get it docked. Not sure if it would have the same effect on the Cig but if it did I wouldn't change for a little more speed.

Usually In = Faster, but worse handling at low speed. Out = Slower, but better manners.

Can't speak first hand for the effects on a Cig but on my old Formula, they were originally spinning out. The boat handled beautifully, ran great and I could dock it anywhere. In the endless quest for speed  I changed the rotation to inward. I did it at the same time I made many other modifications so I can't tell you exactly how much speed it netted. What I can tell you is it tended to porpoise more at the same trim angles (trying to hold the bow higher I suppose) and it was an absolute BEAR to dock. If you're not looking to wring the last mph out of your rig, leave them spinning out.

Similar experience with the porpoising/docking.

Tried it Saturday the 24th on a heavy straight bottom Top Gun. 3 Mph Faster turning in. But the docking is a challenge. I noticed no difference in the midrange with porposing, only more power needed at the docks to make it move.
