My deck is constantly waxed so I like a rail to hold onto

I was thinking the same thing. When I wax my deck it is like a skating rink and one slip and....

The rail is like a safety handle to grab onto just in case you need it.

The material is probably 6061 aluminum rectangle that you can get from any material place that stocks aluminum. Just measure one from another cig and order a length then cut it to the desired length and put the holes in. The blocks that hold it up off the deck are probably alum too. Measure those and any shop can make you what you need for dust.

Ktron,
Sounds like you are getting ready to build another boat. Are you?
After thinking about it, I'm not sure how I would build another boat. I would be torn about the rail, but would probably leave it off for aesthetics.

Is there a strengthening component to the rail? Are the decks without rails built stronger(heavier)?

You ever consider the rails like Ottis has?? Despite being a pain in the neck to clean, it can come in handy
