I had a mistress with 675HP naturally aspirated and Konrads. Great setup for the boat. Would run consistant 75-77 mph. With 4 blade 26". The boats balance was awesome. No tabs needed. Boat flew level.
Good luck, both are nice boats. From what I heard, not much difference in the 35 and 38 flatdecks.
The Konrad service is great. Talk with Biggus about any concerns you may have.
Konrads are easier to get parts for then standard #3's and cheaper to get props.
I bought a TOP GUN, but they have #3A's. If you have any other questions let me know.
A couple of pictures.

If you search Mistress in this forum by me. You can see some pictures of my Konrads on the Mistress.
I'd pick the mistress if they were in equall condtion. Lot of factors, steering, dash, gauges, trailer, plumbing, hours, etc. Buyers market.

I would think the 3a's should hold up best when , you have rough water , a heavy boat , and plan on big power ( 800+ ) . If you don't go large on power , the older 3's or konrads work well .

Nice!! That boat would be back at home on Erie!! For the price, I dont see how one could go wrong..
The only draw back I see is comparing the 35 vs is the 38 is the how high the fairing comes up to. Going from the 35 to the gun gave a safer feeling due to the higer sides of the fairing. Does that make sense???
