I think a big part of your problem lies in those batteries being on that side. There is inherently extra weight on the right side of the boat (helm, rigging, PS cooler possibly, waste tank, plumbing for the waste tank, cooler, extra glass on that side for the molding around the bathroom, etc.... ) and you just added an extra 100+ pounds in batteries. I would start there.

In my opinion it sucks to have to run some tab just to keep the boat level so try to distribute the weight so that you can correct your problem.

Does it change with a fuel load? Equal gas?

No. It stays the same with full fuel on both tanks or a quarter tank.

When sitting in calm water with empty fuel, maybe you could add wieght to the port side until it sits level?

You might get an idea of the scope. Just a thought.

You may also want to check the travel on both your tabs. may be possible that one of the actuators is worn or not fully extending. mine tends to lean to the right a bit sometimes but typically i find its a fuel imbalance.
