Default Bullet Head Pump Problem

I have an 88 Bullet and have a problem with the Head. I can't get the macerator pump to work.

1. I checked the fuse under the steering wheel.
2. I swapped out he pump and still no luck.
3. Hook an electrical tester to the wires going to the pump. Hit the switch and the tester shows 12V. Connect the pump and no Volts on the tester.
What could be causing this?

Thanks

Take a look at the terminals on either side of the fuse block under the steering wheel. A small wire or stainless brush does a good job on polishin' them up.
