Bullet Wiring

I am checking through the shore power on a 88 Bullet I recently purchased and was wondering if anyone can explain to me how the house charger and the large relay on the firewall work together. I would guess that the relay combines the batteries so they are both charged at the same time? Should the relay be normally closed and then would open to isolate the batteries whenever either ignition is turned on?
Also, I was curious about the purpose of the round electrical device mounted directly behind the throttle levers? Mine is missing the knob (?) or lever and is frozen. Dashboard light dimmer? Fume sniffer?
Any help would be appreciated.

Don't know if you are talking about the relay (solenoid)that is just like those used for tab and drives and starter. It is mounted on port side near the battery charger. On my '94 Bullet it parallels both batteries only for starting.
