Do you have to strip it ? If the existing film is in good shape you can clean it , sand it and paint over top with a aliphatic polyurethane - the strong solvents will bite into the polyester power coat very nicely. If you have rust/ corrosion, it will be fastest to blast clean to remove the powder coat. At the very least blast clean the corroded areas and feather in the sound surfaces if the budget is tight. If this trailer has been exposed to salt wash it several time with a sal removing solution like Chlorrid or salt away - just because it "looks clean" don't mean Sh$%%^ - You have to remove the chloride ions or you will do this again next year -
