usually only going to find it in a commercial paint store. you can call rustoleum and they can tell you who sells it locally. I used sherwin williams tile clad on mine as no one sold 9100 locally. looks great and although its new, is holding up well to dropped wrenches etc etc.

I also used Tile Clad on a previous boat, and on kitchen cabinets, and just about everywhere else.

Also looking for the best way to prep and make sure ALL of the oil is gone before application...

I degreased, scuffed and wiped it down meticulously with acetone 3 times and tak clothed. I used a foam roller and brush.
