I used some stuff that came in a plastic bottle with a screw cap, and brush mounted to the cap (the cap was kind of like the cap for PVC glue). It worked great, but I don't remember the name of it.
When it comes to rust inhibitors not all products are created equal. I haven't had good luck with rustoleum.

This product isn't really a paint or primer. It is kind of a chemical stain or??? I'm not really sure how it works. You brush it on like water and it later turns into a black coating. I don't know if it etches, cleans or entraps the rust, but it worked really good. It doesn't need to be primed after you use it (but you can), it dries and looks like primer, but comes out really wet.
