If the spots can be scuffed a little without tearing up the base coat do that and scuff an area about 8 inches away from the bad spot and roll your tape and paper. Clear it in stages then burn the edges with blender. This is a band aid for now and by no means will be 100 percent but will buy you time till you decide what your gonna do. Problem is the whole thing probably is a peeler. Could be too long on base to clear. Poor air. Inferior product. Three spots could also be where the painter lost balance and stuck greasy hand in it. ( sweaty palm) . But I can't stress enough that this is a temp fix .

I have seen a guy take an air gun to the peeling clear on the whole side of a car...... Blow all the clear off, scuff and reclear...... I by no means think this would all the time.
