Apache scout help(glassdave?)

Long story short, bought scout, transom reinforced with aluminum brackets. Had dealer throw on new motor(for warranty) looks like they never tightened the bolts to spec and only put 4 instead of recommended 6. Loosened up and now have some cracking on topside, none on transom itself so far, can post pics when I get home, looks to be getting slightly worse still after replacing jackplate and properly installing mounting bolts.
really would like to get in contact with glassdave as I know he’s got a ton of experience with these boats.
Definitely want to repair transom and beef it up either way because I dont like “needing” the bracket, I’m wondering if I can get away with not pulling the cap, and if so, how? Would a repair from the outside(rear) work on this boat with an engine 200#s over recommended? Should I replace with coosa or ply? Should I also glass in some reinforcing boards to the stringers where the transom connects and glass them along the whole height of the transom?
