sloppy throttle control

Hey, Ive got a 95 Crownline 225 CCR that has a really sloppy throttle control. The lever will move about an inch forward and backward when its locked in neutral. Are there any adjustments that can be made? Also, I had troubles starting the boat one time. I suspected it may be the neutral safety switch so i worked the throttle back and forth while hitting the starter and got it to fire. Any suggestions?
