Default Steering Seized How do I fix?

I have a 1990 26' Wellcraft Nova ST. I am getting the boat ready to put into the water from sitting all winter. My steering froze up tho. I have stock steering from the factory. What are some things I can do to possibly free it up?

Is it cable back to the transome from the helm? If so replace the cable. They are not to expensive.

Disconnect the steering cable at the control valve. You'll need to remove the clevis pin. With the cable removed, try the steering at the wheel and at the drive. Most likely it will be the cable.
