How do you know the builder "allowed" one of the retainers to fail?

In the end he could have made a mistake but that statement has no basis and is more than likely not true.. Would need to know more facts.

I've seen retainers/locks or brand new valves fail and it had absolutely nothing to do with the "Builder".

Default found my problem

tore it apart cam had 3 lobes wiped stuck valve which let water into motor have rust on cylinders am replacing motor shopping now

Same thing happened to me, exhaust valve lobe wiped off and it was a new cam with the break-in procedure by the book. GM's are known for wiping off cam lobes.

What I don't understand is rust in the cylinders. This leads me to believe you had a leaking riser gasket causing your exhaust valve stems to rust causing excessive load and wear on your cam. Think your problem all the way through before putting that boat in the water again. Can't tell ya how many times I thought I found the smoking gun when it really was just a symptom or resulting failure of another failure.
