We pulled off the riser's and elbow's and found that on one side there are 2 of the restricter gaskets, and on that side one was blocked pretty good, on the opposite side there was the regular gaskets up to the top, then at the elbow, there was the restricter.
From what I found online the top should have a restricter gasket and the others should be open type. Is there harm in replacing with all the open type? and could a blockage on one side cause steam from both? thanks all!

the restrictors are there to equalize the water pressure between the risers. Some people run both open with no problems and some have one hot riser from switching to the open on both. You can give it a shot but it sounds like you have something else going on. Just a guess here but double check you have the t-stat in correctly (spring side toward engine). If it is upside down you could be getting overheated and not show it on the temp guage because the temp sender is just after the t-stat
