The Alpha will handle 400HP from a small block as long as you run good lube and change every 30-40 hours and run a drive shower. I would prefer to run a belt driven raw water pump with a HP motor as the alpha pump is not really adequate. I've used the water from the drive pump to feed my drive show with good success.
As for a 383 check this out. You couldn't get all the parts and build one for this price $3500.

1997 Vortec roller motor. Why are we even talking 400 sbc? With Vortec heads, pound for pound, that 350 is making more horses that the 400 did. (stock or near stock)
Stroke that dude. Way cheaper and a better motor in the long run.
If you were starting with nothing, I've had great success with 400s in boats and say go for it, but here, you'd be tossing out a better engine then you'd be putting in.

if you have a twin alpha boat, maybe...for one engine to do counter-rotating. Only other reason would be to level boat with a really fat wife. And if she eats that much, you cant afford a boat anyway.
