Bennett dual action pump, powers tabs and engine cover lift cylinder. Cover lift works but slow, tabs not working at all. New pump?

I think those tabs only pressure on down movement of trim plates. Try to move them down with the boat out of water or not under way If they don't than I would think either stuck return valve open in pump assembly (I think the trim rams are spring return pistons in them not positive though) or the pump is bad.
