It's just a dc motor.
The voltage out at the Cables is 12 volts plus, but I presume it will fall when the actuator is under load. So I'm gone try shore Power and see if its any different, maybe the batteries are just bad, although there is no problem with starting the Engines and so. Also I have same problem with opening the hatch with Engines running.

The hatch motor in my 28zx is doing the same thing... what did you ever find out about this issue? Resolution?
