I'm starting an offshore racing team. I have it all figured out but the money part.
Anyway my ace mechanic (throttle man to be) says we should go with outboards because we can adjust the depth of the props at speed.
So my question is this:
Do offshore boats running outboards use hydraulic jack plates?
PS. I'm looking for sponsors.....LOL!

None that I am aware. Depends on the boat that you plan to use. We ran a Superboat and did not need them. There is no reason that you can not use them if what ever boat that you pick performs better with them.

You may want to to help in testing and to come up with a good set up but do not plan to race with them. It is hard enough to keep everything in place. Jack plates will be adding a big weak link on a offshore race boat.
Good luck.
