Default What determines the ratio on a Bravo?

is it the upper or the lower or a combination of both?
Id like to get a set of 1" or 2" shorties and most that I find are 1.50 ratio. My current drives are 1.36 ratio. What do I need to make those work or will they?

Bravo and Bravo X have 15/19 lower gears difference is in upper

Bravo XR has 3 lower gear sets 15/19,15/17,17/18 and as many in the upper.
