Default Convert bravo1 to bravo3???

I have more outdrives than sense. Boat came with alpha One gen1 both rh. I wanted counter so picked up a set of alpha one genII counter drives. Discovered they can't handle my power, so there they sit. Decided to go Bravo1. Got one, was looking for another and ran across a Bravo3. While looking for another Bravo3 on CL, I see a guy selling a lower 3 claiming that you can convert a Bravo1 by just changing the lower... Is this true? I can certainly save some change if all I have to buy at this point is a lower... and a pair of gimbals, transom assys, flywheels, props (4), rams, steering somethings, and on and on... damn boats.
