Default Bravo Transom housing Q's

I need to change my bravo transom housing. While pricing out a new housing, bellows, seals, shift cable I see i can buy a brand new assembly on ebay for 1599(no rams or inner plate). My question is if a new assembly is only that much why are there so many used ones for simular prices. Are the new assemblys not as good? This assembly is going behind a stock 502mag mpi. should i go with a mag version?
