Default Gimbal Ring Install

I am in the process of putting my J-R Marine gimbal ring in. I am also replacing the upper swival shaft bushing and seal and swival shaft. The Merc shop manual tells me to use Loctite 27131 on the upper swival shaft grease seal. This seems odd to me since this product line is for metal to metal and the seal seems like hard plastic or rubber. What did those of you who have done this in the past use on this seal?

I used plain old permatex blue gasket maker - no issues at all. As far as i could tell, it's just there to 'glue' it in place.

Well I checked with the expert, Ron Bender at J-R Marine and he said use the Loctite .
