Water in Bellows area

first thanks for all the help with the vst tank problems , my new problem is i found water in the bellows of my 2002 bravo 3 im getting a growling sound when i turn the steering wheel so im guessing the gimble bearing is bad i replaced it once before , and i inspected the bellows and places i thought water could get in but i guess i didnt find the leak im wondering if the drive where it mates the gimbal housing if it might get a gasket ? i bought the gimbla housing new 3 seasons ago, im not getting water in the drive resivor and the drive oil looks good, i did get water in the bildge pretty high but i dont think the water whent in where the drive shaft is , any thoughts would be appericated thanks james

There is a hole just above the bearing inside the bellows, it is a vent to stop bellows colapse from suction upon trim up. If no holes are in the bellows and the water in the bilge got as high as the yoke shaft, it will fall into the bellows through the vent hole. The 'o' rings on the surface are not to keep water out of bellows, there is a seal between the front of the drive and the bellows internal ring clamp and they hardly ever leak unless the ring is kinked. Clean it out and sit in water without bilge water and see if it refills the bellows.
