So bought a kicker sub that is a dual voice coil 4 ohm sub. I have a 4 ohm impedence jl250/1 amp. So since it's a 4 ohm dual voice coil if I hook up both voice coils in parallel it makes it a 2 ohm out of the sub to the amp. Or if I hook it up in series it makes it a 8 ohm out to the sub. I guess there is no way to make a 4 ohm dual voice coil sub a 4 ohm out to the amp is there? So should I run it at 8 ohms out or 2 ohms out and risk frying the sub?

Check with JL, but most mono subwoofer amps will go to 2ohms. Many will go to 1ohm.

Also check what the power rating of the sub is and what the amp will be at 2ohms.

If you have the JL Slash v2 250x1, its rating is 250 W x 1 @ 1.5-4 Ω. So you would want to wire your sub for a 2 ohm load.
