No-sand primers ... for bottom only?
Every article and manufacturers' Web sites I've read about the no-sand primers talks about "before anti-fouling paint is applied." Can these primers also be used on the sides of the hull and deck?

no, and honestly i dont think they should be used on any part of the boat. Generally they are for cutting corners, any time you paint a gelcoat surface it should be sanded.
