its hard to tell from the picture,if it is just surface rust,maybe you could reblast and powdercoat.

My 2000 mounts looked equally hideous when I re-did them in 2007. I don't run salt water much, though...

I had mine sandblasted, then powdercoated with a zinc chromate base under a corrision-resistant top coat. The original paint on these things is cr@p.
