If all you have to do is the top of yourbow you can do it by hand. Start with 400 grit then 600, 800 then buff with 3m super duty with a high speed wheel w/wool pad. Then finish with wax (colinite 885). The white is a more forgiving and you can skip polishing with finese it in my opinion.
Your dash is not plasitic is gelcoat. you're going to need to pull the windshield off and follow the steps I listed above.
You can get plastic cleaner and polish at west marine.

Wow! Ask and you shall hear. All great input. I really appreciate it. I started restoring this boat last July. All new transom and stringers from bow to stern, all new foam, etc. Now I am down to the final pieces. A couple of clarifications if you don't mind:
