Horn Issue on 88 242 LS

I am installing a new AFI dual horn on my 242LS 1988 and am having a wiring issue. The dual horn says it draws 6 amps. I have two gray 2 strand factory wires coming out of the side of the boat where the horn goes. The horn itself has the same two sets of wires. I spliced them all back and I connected them all and only one side of the horn works at one time. When I hold the horn wires direct to the battery, both sides work fine. I noticed that the Marinco (AFI) instructions suggest a 10 amp fuse in the middle. The ETA fuse from Formula is a standard 8 amp for the horn. Could this be negatively impacting the horn performance? Can I safely use a 10amp ETA in the 8 amp slot for the horn with no impact and will both horns work?
