Default Hard Antifouling paint???

Ok, someone decided to add some hard antifouling paint to the bottom of my 29 prior to my ownership, professionally done to the water line and below. However, it is my opinion, that this is a sin to a fountian! So, after researching, I see all kinds of ways to administer, but not to remove. Anyone know anything about it?

I hear media or soda blasting works. You should be able to find someone locally that will do that for you. Man - who painted that thing? It is a sin - you must now sprinkle holy water on it and say 29 hale marys - 1 for each foot
