Unhappy Gas tank leaks on 32 Fevers?

A friend of mine went to his storage shed to take his boat out for the day. When he opened the engine hatch the bilge was full of gasoline. He has had all the fittings and hoses checked and they are not leaking. Leak stops when the tank is less than half full. His boat is a 1995 32 Fever.

Does anyone know what or why this has happened? Other than cut out the cockpit floor to see whats leaking is there anything else he can do?

He heard that Fountain changed gas tanks after this model year was built.

How about the access plate where the sender is located? Have seen/heard of fuel splashing enough to leak at this point. If no tell tale signs there, the tanks need to come out.

Nothing around the access plate. When the tank is full gas runs out of the weep holes at a steady rate. Thanks S.
