my starbord motor is boggin out or droppin off at rpm's around 3600 or higher or lower cruising speeds when the water gets a Lil rough, tach was droppin 6 to 800 then pickin back up almost feels like it's hitting the rev limiter, sounds fuel related to me anyone help out?

I had one do that and all it was , a broken valve spring had it replaced in about an hour.
