My 27 does the same thing, kept on a lift, and when there is water in the bilge, I get a little in front under the step as well. The bow is a bit higher than the stern, but that is a low spot in the keel. When the bilge is dry, I shop vac the area under the cabin step and it stays dry until my main bilge gets any water in it. I have just accepted it.
Water can leak in from the base of the windshield, onto the floor, down the rear drains and into the bilge...that's how it gets there while on the trailer.
Also have to go swimming, or launch a dinghy to get to my drain plugs.... being that I pull the boat in bow first due to water depth.

the side cleats may not have cups on them either . this will put water in the front under the cockpit floor. The lack of cups made my side compartments wet when it rained.

I had to reseal the rubrail to get there though. I never had water get in throught the vent tubes.

I was really shocked @ what was underneath my rubrail on the transom.... You could even make out where someone @ the factory had wrote what looks like "sloppy" on the starboard corner I tried some sealant but I didn't do a very good job, I'm gonna try it again this weekend....

Water in the step area in a step bottom boat is just a given. The chit is gravity based by nature, and will seek the lowest point, mother nature at work.
The funny thing here is that when I came on here for a look see the new OSO add machine pulled up a link to a basement waterproofer!

do they drain into the forward compartment on a 47?? while rinsing it out it did not go into the bilge or at least directly.
Boat was on trailer with the nose way up since I was washing it out.
