The rubrail insert is available from Taco and can be ordered through West Marine. I can not remember if this boat had the white insert or not, but Fountain did not use the bright white insert and Taco offers several different white inserts for this rubrail.

Thanks for the tip on the rubrail. Now all I need to do is sell my low hour 1997 fever.
