Exclamation 28 Concept at burnt store

Just walked the dog between heavy rain storms and came across a 28 Concept with twin black maxs ready to go under. Its in slip 95 on the wall, tried to turn the pump on but no power battery's are under water.May be owner is a member here. Ropes are tight 3to 4inchs from comming over the stern. where is the power cut off on this model could not find?

My neighbor two houses up is on vacation and I just went and adjusted his dock lines. They were as tight as they were going to get without either something breaking or heeling the boat over. Our canal is about 3 ft. higher than normal high tide right now.
