I'm not sure why the DNR did not hold him until the Sheriff arrived. He should have went straight to jail when he refused the breathalyzer. Even if he was stone sober he should have been sporting chrome bracket's as he left the scene of an accident with injuries. A friend's brother heads up the DNR in that district. I'll ask why the individual was let go at the scene.
