Difference between 38 and 39 TG??

Difference between 38 and 39 TG??
Obviously one foot, but aside from that is the 39 replacing the 38? Do they had same performance? Totally different Hulls?? Please edumacate me?

When you did the calculations for this, was the sun out for your solar operated calculator? Because when I did the math I came up with 12 inch's. I hope my data provided clears things up.
