Most times, the most obvious is the least obvious. Maybe he thought if all looked normal then nobody would question his actions. If the cops weren't already watching him he probably would have gotten away with it....right under their noses.

Exactly Iggy, and probably wasn't the first time he (or anyone) has done that before, either

From what I read and hear only about 5% of the incoming drugs are stopped and it's usually by a convict getting his sentence reduced by becoming an informant.
The small-time guy gets caught, police get their headlines, public feels better that some drugs are not on the streets. Everybody goes home happy except the small-time guy who was caught.

Baretta theme song still rings true: "Don't do the crime if you can't do the time."

Without seeing an overall picture I would guess he is simply on perimeter security. Nothing wrong with it... actually, it's quite "un-Rambo".

His Left hand is in his pocket and he is in the wide open, without going into my personal credentials to back up my opinion it's pretty clear this guy is a noobie or just untrained.
