Most times, the most obvious is the least obvious. Maybe he thought if all looked normal then nobody would question his actions. From what I read and hear only about 5% of the incoming drugs are stopped and it's usually by a convict getting his sentence reduced by becoming an informant.
The small-time guy gets caught, police get their headlines, public feels better that some drugs are not on the streets. Everybody goes home happy except the small-time guy who was caught.
