They did have the small 10" steering wheels back in my school days, some 20 yrs ago. And as luck would have it, I think they were the dune buggy style too!
But that would be a store bought item, you all know that doesn't go over with me. 
Let me think about this. Maybe a joy stick, steer-by-wire.
